i just wanted to let anyone know that couldnt figure this out for days like me, it's happening because of an antivirus program. turn off defender, your antivirus program and firewall just in case and then copy the dll. thats all 3 people found this helpful Go to start, all programs, then Microsoft Security Essentials. Click on settings-> Real Time Protection and uncheck it. Or, also under settings. you can exclude folders from scanning. Just be careful doing either of this actions as you are exposing your computer to malware  9 people found this helpful That is normal, its security essentials saying its no longer protecting your comp. Move/ Copy the files, then turn it back on(requires reboot and your computer won't be at risk anymore. Also if u did not had any viruses on your pc before there won't be a problem when turn the antivirus off.
